He is like a battery. He can be charged with magic and store it. But so far, he couldn't actively discharge the energy. He needed immediate other magic to do so for a short while. Now he learned to access the energy he has stored anyway. From where? Probably anytime he either ingested energy somehow (the ice candies) or when being hit by magic (due to being attacked) or he just absorbs it passively, I guess. So there may be a limit to how much magic he can output until it runs dry. That being said, I wonder if there is a limit to how much he can anchor (this is the term they use). I feel like it's implied there isn't, but that could be a misinterpretation.

My guess as an anime only: both times you mentioned of him using Wis was him absorbing someone else's spell externally/instantly and using it. In the flash back, Will used the spells/mana stored inside of him (Elfie's ice candy), so it's an internal/past spell he used to power his Wis. In the First Bloom part 2, the examiner blocked other people from powering Will's Wis, so recalling being able to user your internal mana to power Wis is the best way to go to make sure he succeeds in the Second Bloom.

Except he had just been hit by Elfie's (reflected) spell before "awakening" for the first time. If the reflection had nothing to do with that, then the scene was clumsy at best. Having another spell cast at him was always the trigger we've seen in previous instances of Wis. He had clearly been hit with magic moments before 'awakening,' and if the implication was that the swallowed ice candies were what he had already anchored and accessed, then he should have been injured directly by the wolf instead of Elfie's reflected magic.

It's a bit different. He was able to channel other people's magic during the First Bloom which is part of Wis but he only used his own magic during the Terminaria Festival fight and afterwards the headmaster sealed his memories. So in a sense Wis is both the magic itself and the "spark" to initiate said magic. Up until this episode excluding the Terminaria fight he was able to use the magic but couldn't "fire the spark" to start the magic and relied on someone else's magic to serve as that spark instead.

Switching art styles as a form of story telling is something very impressive that anime does. It helps control the emotion of the audience. Amo’s tragic past in Gachiakuta recently reminded me of that skill. The artists made me freaked out and sick to my stomach in a way I don’t think live actors ever could.

Too bad for other girls they don't know Elfie has already won Will. Girl knew what she want at a young age and that was Will. I mean, the whole reason she made ice clones was to monopolize him and keep him all to herself lol. Now that we know why Will could cast different ice spells despite only getting an ice sword from Elfie during the new year eve fight. He already had a stomachfull of Elfie stuff inside him. A physical reminder of the girl he cherishes more than anything else.
