You probably need to give the ep another watch. The mages don't pick their factions, the factions pick their mages.
S1 even goes through this when they say during the tournament that it's an opportunity for the students to be scouted.
Even this ep 6 gives a clear perspective from other factions and their leaders, they see that he's talented but he uses ice magic. It's not even up to interpretation. They clearly show other factions praise him but lament that he's an ice mage.
As an example, why would the wind faction that specializes in wind magic want Julius an ice mage?

Sounds like the shadow faction would take him if he could cast both ice and shadow for exemple. But it seems like ice is the only element he knows / worked on. Weird from a guy that bullied Will; a known friend of Elfaria.

Basically, every faction wants to strengthen itself, but how do you strengthen a new member who uses ice magic that's different from your own? The same applies to Will and his Wis, where he doesn't have a fixed element and is able to directly use energy in his base form without absorbing a spell.

From the preclude novel, a person is born with an element and they mostly master that element because it's what they're strongest in. Julius was born with ice so he can't be good at other elements

He can basically replicate the effects of other elements. Workner basically imitates ice magic despite being a wind element user, so it is entirely possible to do so. But he just won't be good at it

This is literally SHOWN in the episode. Every other faction is interested in him and admits that he has talent, but they just don't recruit him because he uses Ice Magic.
They even went as far as showing the Earth Faction talking about it and saying "Its a shame that he uses Ice Magic" just to make it even more PERFECTLY CLEAR.

Every mage can only use a single element (several in VERY few cases), and they kinda need to be scouted from the faction that fits their element. There's just little point in a ice mage in a faction full of fire mages ya know, cause what is he gonna learm from them? It doesn't seem there's like specific rules or anything, but the the other faction simply have no use for Julius. It's not like they would scout him out of pity or something. If a faction chooses you, it's cause they think you can be an asset to them. If you aren't you won't get scouted and Julius can only be considered an asset to the Ice faction.
