According to the credits the two german dudes are named "Strohhalm" ("drinking straw", pink hair, though possibly it is supposed to be Strohheim which would be "straw home") and "Kugelschreiber ("ball point pen", blue hair). They are voiced by Komada Wataru and Oowada Shohei respectively. Komada Wataru grew up in germany to a degree. I have found this piece of info all over the place and found him acting in german in other parts, but never found for how long he was in germany. I also found conflicting information whether he was born in Germany or Japan . Oowada doesn't have a MAL page, but according to a profile page I found he studied acting in Germany from 2015 onward. As weird as it seems, as a native german speaker I feel like Oowada speaks better german of the two. Karina is voiced by veteran voice actress MAO and hasn't spoken a lick of german in either episode.

I thought Carina was the Chisa of the group but she's actually the Kohei in terms of being a blonde, raving, Otaku who is into eroge...but she might also be more dangerous than Kohei because unlike him and her fellow German Otaku, she can't 100% separate fiction from reality (at least if you take their words at face value).
