I think Oda meant what he said when he wrote this. One thing I like in all shoenen anime is when weaker characters have abilities that can theoretically kill enemies way above their weight class, like Krillin's Kienzans being sharp enough to cut the Saiyans or Freiza.

If fully charged I think its enough to KO even a yonko in my opinion the statement doesent feel like an exageration but there is a key aspect here "should it land squarely" its the most avoidable attack ever you would have to be a complete idiot to stay still and take it. the best way to use it would be with a strategy involving either law or van augur who can teleport making the attack unavoidable but you only have a single chance at that point you are better off trying to poison a yonko like

I don't see why not. But all of the emperors should have future sight, so they would never be hit by it anyway.
